In Memory of Rick CollinsRick was born May 7, 1957 at Whiteman Air Force Base in Washington County, Missouri, the son of James Kenneth and Viola Margaret (Brock) Collins. In 1960, his family moved to Anderson Air Force Base in Guam; in 1962 to Ellsworth Air Force Base in South Dakota; in 1968 to Aviano Air Base in Italy; in 1972 to Edwards Air Force Base in California; and in 1974 to Eldora, where he graduated from Eldora High School in 1975. While still in high school, he worked for the Eldora Police Department and for a brief time at United Suppliers, later returning to law enforcement. He married Pamela S. Butler on July 22, 1977 at the Eldora United Methodist Church. He then attended the Iowa Law Enforcement Academy in Johnston, where he graduated in 1978. He was employed by the City of Eldora for 23 years, with the last 39 months as Chief of Police. He started the D.A.R.E program in Eldora in 1990 and has since served as an instructor. He was recognized by the Iowa Association of Police Chiefs for saving a life in a car accident at lower Pine Lake. He was also instrumental in finding a lost two year-old in rural Hamilton County with the Sheriff's Department search dog. Since July, he administered finance and personnel as co-city administrator. Along with his leadership role with the city of Eldora, Collins was also extremely active in the E-NP athletic department. He was an assistant football coach for the past 15 years, assistant track coach for the past 10 years, assistant baseball coach and E-NP Weight Club trainer. According to his family, he enjoyed being a coach and official. He was also an avid reader and loved being involved with his children's activities. He is survived by his wife Pam; three children, Jamie Collins of Indianola; and Jessie and Missie Collins of Eldora; his parents, Ken and Viola Collins of Eldora; and one sister, Deb Collins of Steamboat Rock.
